Well, yeah. Janus says "No one survived." Either she was the one who'd been dead the shortest amount of time and thus was the only one they could bring back or he cloned her, which would explain why she goes from Rising Elizabeth with the straightish hair to having curly hair. ;)
I blame atlantis itself for that - I mean, come on, all that humidity has got to be frizzing her hair out.... :)
