The parking lot at Fort Miley (the Department of Veteran's Affairs) is pretty, and you can see both the Golden Gate Bridge (to the right) and the ocean (to the left), plus Marin in front of you. But since I don't drive and I especially don't drive to romantic spots overlooking the water, someone else might have a better suggestion. Also, it's not that easy to get to from Downtown or anything.
